NSO's Yantai and Singapore engineering teams, together with UK and Norwegian specialists, will deliver full-discipline LQ engineering for a 135-POB platform under COOEC's Bul Hanine EPIC-1 redevelopment
Yantai, China — Sept. 15th 2026 — North Sea Offshore (NSO) has been awarded the Living Quarters (LQ) Detailed Engineering Package — all disciplines — for Platform PS3L, part of QatarEnergy's Bul Hanine (PS-3) Life Extension Project (EPIC-1). The award was made through China Offshore Oil Engineering Company (COOEC), the project's EPC contractor.
The scope covers the full range of engineering disciplines for the Living Quarters designed for the Gulf's high heat and humidity loads, corrosive marine atmosphere, and the life and safety requirements of housing 135 people.
A discipline package within one of the Middle East's largest offshore redevelopments
Bul Hanine, located approximately 120 kilometers east of the Qatari coastline, was discovered in 1970 and brought on-stream in 1972. QatarEnergy's redevelopment of the field is one of the largest offshore engineering programs currently underway in the region. COOEC's EPC contract for the project, awarded in October 2025, is valued at up to $4 billion and covers design, procurement, construction, transportation, installation, and commissioning across more than 60 offshore facilities and 40 subsea pipelines and cables.
Within that program, NSO's award is the Living Quarters full engineering package covering every engineering function required to deliver the platform's 135-person accommodation module to international operating standards.
NSO's engineering effort on this project is led by an integrated team from its Yantai and Singapore offices, working alongside specialist engineers from the UK and Norway. The Norwegian contribution is anchored by Markhus A/S, NSO's living quarters engineering partner, whose accommodation module design work traces back over four decades to major North Sea platforms including Ekofisk, Troll, Oseberg, and Snorre.
That heritage is central to how NSO approaches this scope. Living quarters engineering carries some of the most stringent human-safety requirements on any offshore platform — means of egress, fire and blast protection, HVAC and life-support redundancy, and habitability standards that have to hold up over decades of operation.
